I always change the locks for new tenants for safety reasons. Even if I get "all the keys" back, you never know how many copies may be out there. Can you imagine the potential lawsuit if a new tenant had an intruder because you were too cheap to change the locks....not worth it. The only common key such as a laundry room, we do not re-key since there is nothing else in the room of value. The machines have pad locks to protect the coin revenue.
