Yes. It is advisable for every Landlord to re-key or change ALL locks whenever a tenant moves out, and a new tenant moves in, simply because you never know if all the keys are being returned. This is for security purposes and to prevent damage as well. Additionally, if a Tenant requests to change the locks, they may do so at their expense but must provide the landlord a copy of the keys to the new lock. I hope this answered your question!
